Todd Creek Residential Development

Seltzer Farms, Seltzer Heights, and Baseline Lakes East are three new neighborhoods in Adams County that are part of an undeveloped portion of the Todd Creek Residential Development. The vision for these properties is to include a greater variety of housing opportunities to meet the anticipated population growth and housing demand, as well as provide more attainable housing options in the area. Currently in the PUD amendment/rezoning stage, the project is planned to be a multigenerational community with a range of housing including duplexes, multifamily, small lot and large lot single-family homes, and senior living with assisted care and independent living, including cottages. Due to Adams County not having a zoning code for senior living, our team created zoning and development standards for this component of the project. With greater diversity of housing opportunities, these neighborhoods will be able to offer “missing middle housing.” Additionally, with this diversification, more opportunities and products will be available for first-time home buyers and those looking to downsize.
